The Bengaluru Roadmap and Action Plan is the outcome document of the 3rd Global Summit on Diamond Open Access, organised in Bengaluru, India, from 2–6 February 2026. Developed through a collective process led by the International Overseeing Committee, it reflects the deliberations of 347 participants from 36 countries and sets out a shared global framework for transitioning scholarly communication toward a model that is free for authors and readers, community-governed, and grounded in the principle that scientific knowledge is a public good.

Building on the foundations laid at the summits in Toluca (2023) and Cape Town (2024), the Roadmap advances a coordinated global vision across six priority Action Areas:
- the integration of Diamond Open Access into national policy and legal frameworks
- the redirection of existing publishing expenditure toward community-governed, non-commercial infrastructures
- the reform of research evaluation systems that currently privilege commercial metrics over open and equitable publishing
- the strengthening of shared technical infrastructure and interoperability standards
- the formal recognition and support of the human labour sustaining scholarly communication
- the active promotion of linguistic diversity and historically marginalised knowledge systems.
Addressed to governments, research funding and performing organisations, universities, evaluation bodies, and scholarly communities, the Roadmap offers a flexible framework for action that can be adapted across national, regional, disciplinary, and institutional contexts.
Its implementation will be further examined at the 4th Global Summit on Diamond Open Access, to be held in Bali, Indonesia, in 2027.
